Project Name: EDI Standards for Environmentally
Controlled Substances (ECS) in Import/Export Transactions.
1 Objectives
1.1 Purpose
To provide for a suite of UN/EDIFACT-compliant messages that
will support a completely electronic process of notification and
tracking under national and international law associated with
ECS import/export, including all transactions among the
competent environmental authorities, shippers (or exporters),
consignees (or importers), and competent customs authorities.
1.2 Scope
The scope includes all ECS whose import/export is subject to
national and/or international law, including waste, ozone
depleting substances, pesticides, persistent organic pollutants,
and various toxic or otherwise hazardous substances.
International organizations responsible for the implementation
of applicable international laws or agreements, e.g., the Basel
Secretariat, will be kept informed as this project progresses.
In terms of transactions, the scope includes import/export
between any two countries or economies, as well as transactions
associated with transit through any third countries or
economies. As such, the scope will involve consideration of the
relationships between ECS-specific processes and associated
processes involving customs, transport, financial and/or
insurance transactions.
2 Deliverables
- An internationally valid, UMM-compliant model for
notification and tracking associated with waste
import/export that accommodates the requirements of the
UNEP/Basel Agreement.
- If possible, implementation guidelines that provide for
waste notification and tracking transitions under existing
UN/EDIFACT messages.
- Expansion of the waste import/export model to address
import/export of any ECS in accordance with applicable
national and international law.
- Implementation of the model with appropriately developed
standard XML messages.
- Implementation guidelines that address such legal and
institutional issues as standards for electronic signatures
on ECS-related documents, and the coordination of
ECS-related processes with those of other competent
authorities, especially customs.
3 Functional Expertise of Membership
The project team is the membership of TBG13, which includes
representatives from national environmental agencies with
detailed knowledge of legal and business process requirements
for ECS import/export. TBG13 also includes members with
expertise in electronic commerce and information modeling.
4 Geographical Focus
The focus is global.
5 Initial Contributions
The follow contributions are submitted as part of this
proposal; they are for the consideration of the project team and
prospective participants. Participants may submit additional
contributions for the information of the project team:
- Process flow diagrams for waste import/export between
the United States and Canada
- Process flow diagrams for waste import/export among the
European Union countries
- Waste import/export pre-notification data elements
- Pre-notification use case models applicable to the US,
Canada, and EU countries.
- Waste movement/manifesting use case models applicable to
the US, Canada, and EU countries.
